Rather than secession, think of it as still being the United States of America; we just have some areas that need to be quarantined until the infection they suffer can be cured. That might mean so much of California. It also means, say, large swaths of Austin or Tulsa.
No matter how it's sliced, you have the problem of needing a moral, educated, informed electorate. And the militia, of course.
