Some expert like Poppins may correct me, but if I recall my film history, those older movies were filmed at "about" 18fps, where the modern standard later became 24fps. If you don't interleave 6 frames every second, you see, it won't look right, it looks fast.

Besides that, it was "about" 18fps. Early hand-cranked cameras didn't always work at a constant pace.
