More afraid of what might go wrong

It seems to me it comes down to a basic assumption...here in Israel we figure that if bad shit is going to come down, we need to, and must be, ready.

In the US of A it seems that the command structure is more afraid of what might go wrong in the response, than trying to prepare for what to do when it does...since it is really clear that it will happen....
