Thor-powers have also been granted to an alien (Beta Ray Bill) and even, IIRC, a frog. So, female counterparts are common enough, no biggie. It's really just mostly a copyright thing. If Marvel didn't do She-Hulk, somebody else might. DC had Wonder Woman, but Marvel grabbed Wonder Man.
