Why is the Fed taxing at all

I'm jus' a iggerent old Okie boy what ain't got no econ degree, but tell me... why is the Fed taxing at all?
Always seemed t'me that your city or county should collect taxes ... preferably sales taxes leavened evenly on DVDs, wine, or gasoline ... the county passes a portion to the state, the state to the nation. I'm sure an equitable arrangement could be made to still provide the Congress a place to meet and the Chief Exec with temporary housing; no vacays, though.
(But I'm the same dreamer who always wondered why the USA didn't have 50 seats at the UN, all of them on the Sec Council.)
