"The grandmother, Geneva S. Robinson, 49, of Oklahoma City, was arrested and charged with 13 counts of child abuse and six counts of child neglect. Her boyfriend also has been charged. … terrorized and tortured the girl by dressing as a witch… victim was hit, kicked, scratched, whipped, burned and forced to sleep in the garage or outside with the dogs. …denied adequate food and medical care… not allowed to go to school. … nurse described the girl as so thin she looked like a Holocaust victim." [And it gets worse.]

DHS accused of inaction. The reply?

"The DHS spokeswoman said critics of how the hotline call was handled are being unfair. 'You can’t use hindsight to evaluate something…." (Emphasis added.)
